What happened
President Donald Trump signed two executive orders on quantum technologies at the White House on June 22, 2026, joined by Secretary of War Pete Hegseth, Commerce Secretary Howard Lutnick, Energy Secretary Chris Wright, OSTP Director Michael Kratsios, OMB Director Russell Vought, and National Cyber Director Sean Cairncross, along with technology executives including Google President Ruth Porat and IBM CEO Arvind Krishna. “Quantum technology represents the next generation of innovation across computing, sensing, and networking with enormous significance for our country’s economic growth, scientific research, and cyber security,” the President said, recalling that he signed the National Quantum Initiative Act into law in 2018.
“The first executive order launches a national effort to produce a quantum computer capable of performing important scientific calculations and to develop quantum-enabled sensors and networks in the next 5 years,” he said. “The second order I’m signing directs federal agencies to transition to what is called quantum cryptography… for their computer systems by 2031 and to lead the way for wider adoption of these extremely strong security standards.” Kratsios, Cairncross, and Wright spoke to the program before the President took questions.
The question period ran to Iran. The President said money unfrozen under the agreement would be used to buy food exclusively from American farmers — “corn, soybeans, all of the things they need are going to be bought from our farmers” — and that he would act if Iran did not live up to the memorandum of understanding: “If Iran doesn’t live up to their agreement or if they’re not behaving, I will do what I have to do.”
Why it matters
The two orders put dates on the administration’s technology program: a scientific quantum computer effort on a five-year horizon and a hard 2031 deadline for the government’s own cryptography to become quantum-resistant. The work sits across the portfolios of the officials in the room — Kratsios at OSTP, Cairncross as National Cyber Director, Wright at Energy, Lutnick at Commerce, and Hegseth at War — and follows the super-intelligence framing this chronicle has tracked in the President’s technology events.
Scoreboard watch
This is a candidate item for the weekly scoreboard: two signed executive orders with dated deliverables — the five-year quantum computing and sensing effort, and the 2031 federal cryptography transition. What the scoreboard will check is agency implementation against those dates.
