What happened
Transportation Secretary Sean P. Duffy announced new developments on trucking safety and commercial driver’s licensing in the Department of Transportation’s October 31, 2025 upload — his first press conference, as he noted, alongside the Federal Motor Carrier Safety Administration’s new administrator, confirmed a month earlier. Duffy thanked Secretary Noem, ICE, and the state of Indiana for an operation whose press conference that morning had identified 223 arrests, 146 of them truck drivers, a number of whom had criminal records, as he stated the figures, and he noted Oklahoma was setting up a similar enforcement partnership.
He walked through the campaign’s sequence as he stated it: in late May the department told states to enforce the long-standing English proficiency requirements, restoring the out-of-service penalty; a federal investigation of non-domiciled CDLs followed. On California, he said the department had pulled $40 million for refusal to comply with the English proficiency requirements and was reviewing a further $160 million — about 4 percent of what DOT sends California, with further 4 percent steps available if non-compliance continued, as he stated the figures.
Why it matters
The October 31 update is the enforcement ledger of the trucking campaign at its midpoint: state operations producing arrests, the first state’s federal money already pulled, and a quantified ladder of further withholding — the record the December 12, 2025 New York press conference paged on this site then extends with a dated compliance deadline.
Scoreboard watch
