What happened
Transportation Secretary Sean P. Duffy spoke at EAA AirVenture Oshkosh, in the Department of Transportation’s upload of the event, announcing a new Federal Aviation Administration rule to remove outdated regulations that have impeded the growing recreational Light Sport aviation sector, as the department’s description states the announcement. EAA’s chairman opened by putting general aviation’s scale on the record as he stated the figures: over $300 billion in economic impact and over a million jobs, alongside its humanitarian, medical, and law-enforcement flying.
The rule — MOSAIC, in the program’s name as discussed on stage — had not been updated in over 20 years, as the speakers stated it. Its central change, as an FAA official detailed it on stage: the outdated weight limit on light sport aircraft is eliminated, replaced by a stall-speed standard of no more than 61 knots, with the seat requirement also removed — a change that brings aircraft such as the Cessna 172 and 150 and the Piper Cherokee line within the category, as he stated the examples. Duffy summarized the package as he stated it: removing outdated weight limits, allowing properly certified pilots to fly more aircraft including some aerial work, and expanding what qualifies as light sport while keeping safety front and center. The press conference also carried the summer’s standing air traffic control brief — the $12.5 billion One Big Beautiful Bill down payment, as the speakers stated it.
Why it matters
MOSAIC is the general-aviation counterpart of the summer’s drone rule: a two-decade-old category definition rewritten around a performance standard — stall speed instead of weight — which moves the most common training and personal aircraft in the country into the lighter regulatory category in a single rulemaking.
