What happened

Transportation Secretary Sean P. Duffy held a press conference on the One Big Beautiful Bill, in the Department of Transportation’s upload of the June 19, 2025 event, after touring the San Diego International Airport tower with Frank McIntosh, acting head of the FAA’s Air Traffic Organization, as Duffy introduced him. The tower made his standing case in physical detail, as he described it: equipment from the 1960s, 1970s, and 1980s; tower shades that should deploy electronically but no longer work, rigged on strings against the Southern California sun; and a substantial leak that had gone unfixed, with buckets placed to keep water off the control equipment.

Against that backdrop he gave the funding status as he stated the figures: $12.5 billion in the bill for the air traffic control rebuild, $1 billion of it for the aviation workforce, and a $10,000 bonus for controllers who move to harder-to-staff facilities. He pointed to technology he had seen days earlier at the Paris Air Show — a common automation platform that would let controllers increase capacity by 30 to 40 percent, as he stated the figure — at the busiest single-runway airport in the country. The press conference also carried his California high-speed rail verdict as he stated it: fifteen-plus years and $16 billion in with no track laid on the Los Angeles–San Francisco line, projections now showing a $133 billion cost, and no timeframe offered for completion.

Why it matters

San Diego is the tower-as-evidence version of the One Big Beautiful Bill argument at the moment the bill was moving: buckets under a leaking tower roof and shades on strings, set against the specific line items — workforce money, staffing bonuses, automation platforms — the $12.5 billion was meant to buy.
