What happened
President Donald Trump signed a presidential memorandum to the Environmental Protection Agency on June 29, 2026, in an Oval Office signing carried on the White House channel under the title “President Trump Signs Executive Orders.” “We have a big ruling that we’re just issuing now,” the President said. “It’s going to lower the price of your car. It’s going to lower the price of fixing your car.”
EPA Administrator Lee Zeldin presented the memorandum as a “freedom to fix” action: the EPA will not go after people fixing their own vehicles, as he said past administrations had; the administration will act against cheap knockoff aftermarket parts it says harm small businesses and Americans; and California’s CARB will no longer be the only third-party certifier for aftermarket parts — “we’re going to break that monopoly.” Zeldin noted the administration had signed a right to repair for farmers and their equipment on February 2, and that this memorandum “is covering everyone else.” The President added: “They were arresting people for fixing their car… it’s right to fix and I think it’s really common sense.”
The signing opened into questions. The President called the Supreme Court’s ruling that day in the Slaughter case “the big case today,” saying it “gave strength to presidents and strength to the presidency” after “almost a hundred years”; pressed the Save America Act (voter ID, proof of citizenship, limits on mail-in ballots) and named the senators he counted against it; said a meeting on Iran’s denuclearization would follow in Doha and that “we’re winning militarily”; and called socialism — “it’s really communism” — “the biggest threat to our nation.”
Why it matters
The memorandum extends the administration’s right-to-repair line from farm equipment to every vehicle owner, and it does so through the EPA — Administrator Zeldin’s agency — against a California certification monopoly the administration has fought on several fronts. Vehicle costs are a core affordability claim of the economic record this chronicle tracks for Secretaries Bessent and Lutnick and USTR Greer.
Scoreboard watch
This is a candidate item for the weekly scoreboard: a signed presidential action with a stated consumer payoff. What the scoreboard will check as the record develops is the EPA’s implementation — enforcement practice and the certification change — against the lowering of car and repair costs claimed at the signing.
