What happened
Homeland Security Secretary Markwayne Mullin testified before the House Committee on Homeland Security on June 3, 2026, at the committee’s hearing on the Department of Homeland Security’s fiscal year 2027 budget request — his first hearing before the House since being sworn in, as Chairman Andrew Garbarino noted in opening the hearing — in MS NOW’s live coverage, with Deputy Secretary Troy Edgar beside him.
Mullin used his opening minutes to answer Ranking Member Bennie Thompson’s opening statement directly, as the hearing transcript records it: he argued, as he stated it, that ICE officers are simply enforcing the laws Congress passed — “we don’t pick and choose which law we decide to enforce” — and cited the threat environment against them as he stated the figures: death threats up 8,000%, vehicular damage up 3,300%, and assaults up 1,300%. He said, as he stated it, that the administration had found over 120,000 of the children the prior administration lost touch with, out of 340,000 he said were feared in trafficking rings. On the border wall, Mullin testified, as he stated it, that the department is on track to have the primary wall completed from the Pacific to the Gulf of America by this time next year, with all contracts out by the end of June 2026, and secondary barriers and surveillance to follow. On World Cup security — 78 games in 38 days and five to seven million visitors, as he stated the scale — he told the chairman the department felt it had a zero-fail mission despite the 76-day shutdown’s delays to FEMA preparedness grants and local partnerships. Thompson pressed the Secretary and Deputy Secretary Edgar on Noem-era contracts; Mullin said, as the transcript records his answer, that most unsigned contracts had been canceled after review, and Edgar said the pair had met with the inspector general about open contracts on arriving.
Criticism at the hearing was pointed and is part of the record: Thompson charged, as he stated it in his opening, that the administration had weaponized the department, cited the deaths of Renee Good and Alex Pretti on his predecessor’s watch, and opposed further ICE and CBP funding — the “$72 billion slush fund in reconciliation,” as he put it — until the agencies are held accountable.
Why it matters
The June 3 hearing is Mullin’s House budget debut and its dated, checkable core is the wall: a primary-wall completion target of June 2027 with every contract out by the end of June 2026, stated by the Secretary himself to the authorizing committee — alongside his first on-record accounting of the Noem-era contract cleanup he inherited.
