What happened
OMB Director Russell Vought testified before the House Budget Committee on April 15, 2026, on the President’s fiscal year 2027 budget request, in CNBC Television’s full recording. Vought opened by declaring an end to what he called decades of ‘fiscal futility’: he credited the Working Families Tax Cut Act with nearly $2 trillion in mandatory savings, said the administration had rescinded $9 billion in what he called wasteful spending in the first standalone rescissions package enacted since 1992, cancelled $3 billion in emergency-designated spending, and executed a $5 billion pocket rescission of foreign aid — all as he stated it.
The FY2027 request itself, as Vought presented it, proposes a 10% cut to non-defense spending against 2026 levels, a 13% increase for the Department of Justice, and a $1.5 trillion defense request — a 42% increase he said was front-loaded for paradigm-shifting investments in ships, planes, drones, munitions and satellites. The hearing was briefly recessed after a disruption in the room, and Democratic members pressed the administration’s affordability record against its own figures — the exchange carried here as it happened.
Why it matters
The FY2027 presentation is Vought’s fullest statement of the second-term fiscal ledger: the claimed savings stack from year one, and the defense-heavy shape of the request Congress spent 2026 debating.
