What happened
In a video message released by the EPA on August 8, 2025, Administrator Lee Zeldin announced the agency is ending the $7 billion Solar for All program. He stated that since the One Big Beautiful Bill was signed into law on Independence Day, EPA has been working to implement it, and that the new law repeals the Greenhouse Gas Reduction Fund — including Solar for All — so that, as he put it, EPA no longer has the authority to administer the program or the appropriated funds to keep it alive.
Zeldin criticized the program’s structure as he described it: money passing through pass-through after pass-through with middlemen taking, as he stated it, at least 15% by conservative estimates; the Biden administration’s exemption of the program from Build America, Buy America requirements; and, as he stated it, very little money actually spent since the program was stood up in 2024, with recipients still in early planning rather than construction.
Why it matters
Solar for All was the largest single program inside the $27 billion Greenhouse Gas Reduction Fund, and its termination is a central piece of the Zeldin EPA’s stewardship case — carried here on the Administrator’s own statement of the legal authority and the program’s spending record as he states them.
