What happened

National Economic Council Director Kevin Hassett spoke to reporters outside the White House on June 30, 2025, in Roll Call Factbase Videos’ recording. On the Big Beautiful Bill, Hassett said the Senate bill was expected to pass that night and the House to deliver it to the President to sign by the Fourth of July, the President’s stated objective. His closing pitch to undecided House Republicans, as he stated it, was that the bill was the biggest spending cut and the biggest tax cut in history, secured the border, and that failing to pass it would risk going almost immediately into a recession. He also defended the Senate’s current-policy-baseline scoring change as a symmetry principle: taxes and spending should be treated the same way in the baseline, as he stated it.

On trade, Hassett said tariff frameworks with a whole bunch of countries would be finalized after the bill passed, said the administration was very pleased with progress with China and that licenses discussed were starting to be granted without the disruptions that could have happened, and said talks with Canada had made a lot of progress after the G7 meeting. On growth, he said the CBO score of 1.8% growth from the bill was too low and the administration was highly confident of at least 3%, as he stated it.

Why it matters

The gaggle catches Hassett as the bill’s economic salesman in its final week: the baseline-scoring defense, the recession warning for holdouts, and the promise that the trade frameworks would follow the signing.
