What happened
HHS published Secretary Kennedy’s address to the World Health Assembly on May 20, 2025. In the statement carried in HHS’s description, Kennedy says the WHO “has become mired in bureaucratic bloat, entrenched paradigms, conflicts of interest, and international power politics,” and that while the United States has historically provided the lion’s share of the organization’s funding, other countries such as China have exerted undue influence over its operations in ways that serve their own interests.
Why it matters
The address is the administration’s case, delivered by its Health Secretary to the WHO’s own assembly, for U.S. withdrawal-era pressure on the organization — a foundational document of Kennedy’s international health posture.
