What happened

President Donald Trump held an “Unleashing American Energy” signing event at the White House on Apr. 8, 2025, standing with coal miners behind him, carried on the White House channel. The President said the day was about bringing back an industry that had been abandoned, praised Interior Secretary Doug Burgum, Energy Secretary Chris Wright, and EPA Administrator Lee Zeldin as his energy team, and said the country would need more than double its current electricity as new technology comes online.

At the close of the event the President signed four items, as each was presented to him: an executive order directing all departments and agencies to end discriminatory policies against the coal industry, ending the leasing moratorium on federal land and accelerating permitting and funding for coal projects; an order imposing a moratorium on Biden-era policies described as forcing dozens of operating coal plants toward closure; an order promoting grid security and reliability; and an order instructing the Department of Justice to investigate state policies said to discriminate against coal and other secure sources of energy. “We’re ending Joe Biden’s war on beautiful, clean coal once and for all,” the President said, adding that closed plants that are modern enough would reopen and miners would be put back to work.

Why it matters

This is the coal centerpiece of the administration’s energy-dominance program: four signed instruments in one event, spanning leasing, permitting, plant closures, grid policy, and state-level energy rules, with the Interior, Energy, and EPA chiefs all presented as one team. It is the delivery event for the President’s repeated campaign promise to revive the coal industry.

Scoreboard watch

Scoreboard candidate: four executive orders signed on camera — the coal-industry order (ending the federal leasing moratorium), the plant-closure moratorium, the grid reliability order, and the DOJ state-policy investigation order. Flagged for the scoreboard; the entry itself stays review-gated.
