What happened
HHS published Secretary Kennedy’s visit to St. Joseph’s School in West Virginia on March 31, 2025. In the statement carried in HHS’s description, Kennedy says: ‘I commend and honor Governor Morrisey for being the first in the nation to apply for a SNAP waiver to get sodas and other sugar drinks off of food stamps. Thank you USDA Secretary Rollins for your leadership on this issue.’
Why it matters
West Virginia’s application opened the state SNAP-waiver campaign that Kennedy and Rollins then carried state to state — the visit is the first on-camera marker of that file, months before the June 2025 waiver signing at USDA.
Scoreboard watch
Scoreboard candidate: the state SNAP soda-waiver campaign as first stated here (West Virginia first in the nation to apply, per Kennedy) — flagged for the scoreboard editors; the entry itself remains review-gated.
