What happened

White House Deputy Chief of Staff Stephen Miller took reporters’ questions outside the White House on March 17, 2025, in Roll Call Factbase Videos’ recording, two days after the first Alien Enemies Act deportation flights to El Salvador. On the travel-ban review, Miller said the State Department’s report under the President’s first-day executive order — assessing travel conditions and national-security issues worldwide — was due to the White House soon. On Mexico, he said the government there had significantly increased troops on the border but that the President expected “a lot more action urgently” on fentanyl and the cartels.

Miller declined to release the names of the deported men, citing operational security against what he called one of the most dangerous terrorist organizations on earth. He attacked the district judge’s order halting the flights as “truly beyond comprehension,” arguing the court had acted without any briefing on the organization or the diplomacy involved, and closed on the administration’s legal position: the President holds authority “under the Constitution, under the Alien Enemies Act, under the INA, under core Article 2 powers” to expel them, as he stated the case.

Why it matters

This is the administration’s first extended on-camera legal defense of the Alien Enemies Act deportations, delivered by the policy deputy who architected them — the Article II and statute-by-statute argument the administration carried into the court fight that followed.

Scoreboard watch

Scoreboard watch: the Alien Enemies Act deportation program defended at this March 17, 2025 gaggle, and Miller’s statement that further action against Tren de Aragua would proceed under the authorities he listed — flagged for the scoreboard editors; the entry itself remains review-gated.
