What happened
In a video message released by the EPA on March 12, 2025, Administrator Lee Zeldin announced what he called the largest deregulatory announcement in U.S. history: the EPA initiating 31 historic actions, as he numbered them, to fulfill the President’s promise, as he stated it, to unleash American energy, revitalize the auto industry, restore the rule of law and give power back to the states.
The actions he named include reconsidering the Biden administration’s Clean Power Plan 2.0, the Mercury and Air Toxics Standards, the OOOOb/c rules, the Particulate Matter 2.5 standard, the light-, medium- and heavy-duty car and truck rules, NESHAPs, and the so-called social cost of carbon — and, as he announced it, the 2009 Endangerment Finding along with all actions that rely on it. He also stated that EPA will partner with states that were, as he put it, universally rejected by the last administration’s Good Neighbor Rule. Of the Endangerment Finding he said, as quoted in his message, that he has been told it is considered the “Holy Grail” of the climate change religion, and that for him the Constitution and the laws of the nation will be strictly interpreted and followed, no exceptions.
Why it matters
The March 12 package is the founding document of the Zeldin EPA’s deregulatory program — the 31 actions announced here, above all the Endangerment Finding reconsideration, are the docket the agency’s energy and vehicle record has been built from since.
