What happened
VA Secretary Doug Collins delivered a direct-to-camera message on March 5, 2025, in the Department of Veterans Affairs’ upload of the address, opening with his promise, as he put it, to shoot straight: the VA, he said, has been a punching bag for decades, and veterans have been asking for a more efficient, accountable, and transparent VA. Collins announced a department-wide review of the VA’s organization, operations, and structure under the President’s government-efficiency and workforce-optimization initiative, with a goal, as he stated it, of reducing VA employment to 2019 end-strength numbers — roughly 398,000 employees, from a current level of approximately 470,000, a decrease of about 15 percent — without, he pledged, cutting health care or benefits, and with hiring continuing for more than 300,000 mission-critical positions.
Collins paired the workforce plan with a contracts figure, as he stated it: the VA holds some 90,000 contracts worth more than $67 billion; after reviewing roughly 2 percent of them, the department had cancelled nearly 600 non-mission-critical or duplicative agreements that would save roughly $900 million, money he said would be redirected to veteran-facing health care, benefits, and services. He acknowledged the layoffs already reported, saying the federal government exists to serve people, not to employ them, and closed with the line the department also used as the upload’s description: the days of kicking the can down the road are over.
Why it matters
This message, delivered a month into his tenure, is the Collins reform program in a single address — a smaller workforce measured against 2019, a contract book audited for waste, and the savings claimed for front-line care. The workforce target he named here became the central fight of his first year, drawing the committee scrutiny recorded in the oversight and budget hearings paged elsewhere on this site.
Scoreboard watch
Scoreboard watch: Secretary Collins’s stated goal of March 5, 2025 — VA employment returned to roughly 398,000 from approximately 470,000 without cutting health care or benefits — and his contracts claim as he stated it: nearly 600 agreements cancelled for roughly $900 million in savings from the first roughly 2 percent of the contract review.
