What happened
President Donald Trump made an investment announcement at the White House on Mar. 3, 2025, carried on the White House channel, joined by TSMC Chairman and CEO C.C. Wei, Commerce Secretary Howard Lutnick, and White House AI and crypto czar David Sacks. The President announced that Taiwan Semiconductor would invest at least $100 billion in new capital in the United States over the next short period to build state-of-the-art semiconductor manufacturing facilities, mostly in Arizona, as he stated it.
The $100 billion would build five cutting-edge fabrication facilities in Arizona and create many thousands of high-paying jobs, the President said, bringing TSMC’s total U.S. investment to about $165 billion - among the largest foreign direct investments in U.S. history, as he stated it. He noted Apple’s $500 billion announcement of the previous week and said the most powerful AI chips in the world would be made in America.
Why it matters
The TSMC announcement is the largest single company investment pledge of the administration’s opening weeks and the centerpiece of its chips-onshoring claim - the figure the scoreboard tracks against construction in Arizona.
