What happened

White House Deputy Chief of Staff Stephen Miller took reporters’ questions outside the White House on March 3, 2025, in Roll Call Factbase Videos’ recording (archival upload, May 12, 2025), on the eve of the President’s joint-session address. On Guantanamo Bay, Miller called the base ‘a pillar of this administration’s plan’ for removing high-threat criminal aliens, describing an immigration detention facility meant to hold dangerous detainees under constant physical control before a final destination is found, and said the emphasis was on ‘very high threat criminal aliens.’

Miller said the President had designated Tren de Aragua, MS-13 and six Mexican criminal cartels as foreign terrorist organizations, so the border mission would run as combined military and law-enforcement operations. He credited the opening weeks’ strategy with what he called a 95% drop in illegal crossings, and on Ukraine he declined announcements, saying public polling supported the President’s push for a peaceful settlement and an end to the bloodshed.

Why it matters

The gaggle is an early, compact statement of the enforcement architecture Miller directs: terrorist designations as the legal engine, military assets on the border mission, and Guantanamo as detention capacity — the framework the administration’s deportation program was built on.

Scoreboard watch

Scoreboard watch: Miller’s March 3, 2025 claim of a 95% drop in illegal crossings, and the Guantanamo high-threat detention plan as he described it — flagged for the scoreboard editors; the entry itself remains review-gated.
