What happened

White House Deputy Chief of Staff for Policy Stephen Miller addressed the Conservative Political Action Conference on February 22, 2025, in Right Side Broadcasting Network’s full-speech recording. He opened on the administration’s first month — “who here has enjoyed the last 30 days of America’s new golden age?” — and praised the team the President had installed, naming Secretaries Hegseth, Kennedy, Noem and Rubio, Elon Musk and the Department of Government Efficiency, and Chief of Staff Susie Wiles among them, as he listed them from the stage.

The speech’s core was a doctrine of democratic control over the permanent government. Career civil servants at the Justice Department, Health and Human Services and across the government “work for the American people, and they work for the president the American people elected,” Miller said. “They do not set their own agenda. They do not write their own rules… You pay their salaries. You pay for the buildings they work in… And if they are not following the laws, the Constitution and the president of the United States, then they will find a new career.” He framed the preceding eight years as weaponized government — “the Russia hoax, the Ukraine hoax, one fraudulent impeachment after another,” prosecutions aimed, in his account, at keeping President Trump off the ballot and in jail — and the two assassination attempts against him, closing on the Butler rallying cry: “Did he falter? Did he back down?… Or did he stand up tall and strong and raise his fist into the air and say three immortal words: fight, fight, fight?” He asked the audience to stay in the fight daily, “pushing this agenda forward… at every level of politics.”

Why it matters

Delivered one month in, this is Miller’s governing doctrine in set-piece form: the elected president’s authority over the bureaucracy as the administration’s theory of the executive, stated by the deputy chief of staff who drafts much of its policy. The standard he announced here — compliance with the president’s lawful direction or departure — is the one the administration’s workforce actions have since been argued over, and it is recorded here in his own words.

Scoreboard watch

Scoreboard watch: the compliance-or-departure standard for federal bureaucrats as Miller stated it on February 22, 2025 — the dated doctrinal claim against which the administration’s removals and workforce actions are tracked.
