What happened
President Donald Trump delivered remarks at the Governors Working Session at the White House on Feb. 21, 2025, carried on the White House channel, welcoming America’s governors and saying the administration had had a somewhat historic first four weeks. On Ukraine, he said he had had very good talks with President Putin and not such good talks with Ukraine - “they don’t have any cards, but they play it tough” - and that the war had to be brought to the table and ended, as he stated it.
The session’s most quoted moment came on the women’s sports executive order. The President noted the NCAA had complied, then asked whether Maine’s governor was present. Governor Janet Mills said she was complying with state and federal laws. The President answered, “Well, we are the federal law,” and said Maine would get no federal funding at all if it did not comply. Mills replied, “See you in court.” The President answered: “Good, I’ll see you in court. I look forward to that. That should be a real easy one,” as the exchange was broadcast.
Why it matters
The Governors Working Session is the first federalism confrontation of the term, conducted on camera between the President and a sitting governor: the Title IX enforcement position and the funding threat, stated by both sides in their own words.
Scoreboard watch
Scoreboard watch: the Maine funding threat and the court fight both sides promised on Feb. 21, 2025, over compliance with the women’s sports order - flagged for the scoreboard editors; the entry itself remains review-gated.
