What happened

President Donald Trump signed executive actions in the Oval Office on Jan. 31, 2025, carried on the White House channel (uploaded Feb. 6). The headline order, presented at the desk as Unleashing Prosperity Through Deregulation, requires a regulatory budget process under which, for each new regulation issued, at least ten prior regulations will be identified for elimination - one for ten, as the President put it, saying it had never been done before and had come close in his first term. The same session signed the commission of Doug Burgum as Secretary of the Interior; asked his first priority, Burgum said Interior’s revenue production for American taxpayers had been declining and the ship had to be turned around, as he stated it.

In questions afterward, the President discussed the week’s aviation disaster, saying the helicopter had been out of its zone at the same height as the airplane and that his administration was taking actions so it could not happen again, as he stated it; said very serious discussions were under way with Russia to end the war, without saying whether he had spoken with President Putin; and, asked about tariffs on the European Union, answered: “Absolutely. The European Union has treated us so terribly,” as he stated his intention.

Why it matters

The Jan. 31 session sets the deregulation program’s arithmetic - ten-for-one - as a signed order, installs the Interior Secretary whose energy portfolio the order serves, and puts the EU tariff intention on the record in the President’s own one-word answer.
