What happened
Russell Vought testified before the Senate Budget Committee on January 22, 2025, in the second of his two confirmation hearings for OMB Director, in Forbes Breaking News’ full recording. Vought repeated the core of his opening case — his parents as ’the measure by which I evaluate policies and spending decisions,’ and his fear, looking at government waste and the national debt, for his daughters’ future — and, pressed on the roughly $36 trillion debt, said the country was ‘spending too much’ and pointed to the first-term budgets he had put forward to address the fiscal situation with common-sense reform savings and economic growth.
The hearing ranged across the powers fight that defined the nomination: Senator Whitehouse questioned Vought about the first day’s executive orders and the administration’s fiscal plans, and Democratic members pressed the impoundment and workforce questions that had also dominated his Homeland Security hearing a week earlier (see the January 15 page).
Why it matters
The Budget Committee hearing is where Vought’s fiscal doctrine met its institutional opposition head-on: spending restraint and first-term budget blueprints on his side, congressional power-of-the-purse objections on the other — the exact conflict that later produced the rescissions and funding-freeze fights of 2025.
