What happened

Ambassador Sergio Gor sat for a conversation with Bloomberg’s senior Washington correspondent Saleha Mohsin at the Bloomberg New Economy Forum in New Delhi on October 15, 2026, carried by Business Today. The session centered on the two open files of his ambassadorship: the trade deal and the new Russia sanctions law.

On trade, Gor said the negotiations — under way for about a year and a half — had settled their framework: “The big picture, the big framework, the big items are done,” as IANS reported, with the remaining work at the level of individual tariff lines between U.S. Trade Representative Jamieson Greer and Commerce Minister Piyush Goyal. He explained that an earlier arrangement had to be reworked after the Supreme Court ruled against the reciprocal-tariff authority it rested on, according to The Hindu BusinessLine’s report. “With a place like India, you got 1.4 billion people, it’s a complex place, we’re a complex place, and so matching everything is not going to be done overnight,” he said, adding: “I am confident that we will have a trade deal.”

On sanctions, Gor addressed the Sanctioning Russia act signed the previous month, which authorizes tariffs of up to 100 percent on major buyers of Russian energy. He said the law passed the Senate with 86 votes, that its options fall into three buckets — oil, gas, and sanctions evasion — and that India “does fall in one of those buckets, along with a lot of other countries,” per The Daily Jagran’s report of the session. “The goal is not to punish anyone. The goal is to try to bring an end to this war,” he said, expecting the President to make a determination within days. He also described a U.S. push into Central Asia’s critical minerals, saying Washington was taking more than 200 American companies to explore the region, as Firstpost reported, and confirmed Secretary Rubio’s India itinerary for the following week.

Why it matters

This is the most complete public accounting Gor has given of the trade endgame: the framework declared done, the legal obstacle named, and a near-term sanctions decision flagged on the record. For this site’s Economy board, his “big items are done” statement is the benchmark the deal’s conclusion is checked against.

Scoreboard watch

This is a candidate item for the weekly scoreboard: Gor’s October 15, 2026 statements that the trade deal’s framework and major items were complete and that a presidential determination on the Russia sanctions tariffs was expected within days — each as stated at the forum, to be checked against the determination and the deal’s signing.
