What happened
Jay Clayton, the Director of National Intelligence, joined CNBC’s Squawk Box on September 30, 2026, the morning after President Trump and the leaders of the major AI companies signed the voluntary White House Accord on super intelligence at the White House. In CNBC’s own description, Clayton discussed the voluntary AI safeguards agreed upon by the top AI leaders and the President, and why he believes AI is a national security issue.
“Super intelligence is a national security issue, and that was something that was recognized yesterday by not just the industry leaders but everybody in the room,” Clayton said, according to CNBC’s report of the interview. He argued against pausing American AI development: “I don’t think any American should think that that’s a good strategy,” as CoinDesk reported from the interview. Pressed on how AI harms would be handled without new legislation, Clayton pointed to the existing legal architecture: “we have consumer protection laws, we have product liability laws, we have the DOJ, we have architectures for dealing with developments in all of the verticals: transportation, energy, financial services, and the like,” he said on Squawk Box that Wednesday, as the Daily Caller reported. He declined to answer whether the administration planned to appoint a dedicated AI czar, according to CNBC’s report — a role the President assigned to Clayton himself four days later, on October 4, 2026.
Why it matters
This was Clayton’s first television interview in the administration’s AI debate, and it set the two positions he has carried since: that advanced AI is a national-security issue to be led by the intelligence community’s chief, and that the existing body of American law — not a new AI statute or a development pause — is the administration’s chosen instrument for handling its harms. Both positions became the working premises of the Super Intelligence Force he was named to chair the following week.
Scoreboard watch
This is a candidate item for the weekly scoreboard: Clayton’s September 30, 2026 positions — no pause in U.S. AI development, and enforcement of AI harms through existing consumer-protection, product-liability, and Justice Department authorities — stated the day after the voluntary White House Accord signing, to be checked against the Super Intelligence Force’s recommendations.
