What happened
Secretary of State Marco Rubio delivered a recorded message, published by the State Department on July 2, 2026, for the 250th anniversary of American independence. Liberty, he said, was not “an abstraction, floating above history” for the founders: “parchment promises alone could not make a nation free,” and “a constitution is only as strong as the people it belongs to.” America, he argued, “has never been merely a proposition. It has always been a real and living civilization,” a frontier nation “not only in geography, from the hearty pioneers on the Oregon Trail to the astronauts transcending the limits of Earth itself” — “an exceptional nation because we are an exceptional people.”
He closed with the message’s purpose: “I call on our allies and embassies around the world to join us in celebrating the American principles of life, liberty, and the pursuit of happiness. Happy Independence Day, and may God bless the United States of America.”
Why it matters
The message is the Secretary speaking as the administration’s voice to its own diplomatic corps and to allied governments for the semiquincentennial — the public-diplomacy frame for the Freedom 250 programming his department carried through the year, from this Independence Day message to the Freedom 250 reception in Mumbai paged elsewhere on this site.
