What happened
The House Committee on Ways and Means held its full-committee hearing on the Trump Administration’s 2026 Trade Policy Agenda on April 22, 2026, with U.S. Trade Representative Jamieson Greer as the witness, in the committee’s official upload of the hearing. The hearing was the House sequel to Greer’s April 2025 trade-agenda appearances before the same committee and the Senate Finance Committee, and it came as the administration prepared for the President’s May 2026 visit to China and the July 1, 2026 start of formal USMCA review talks.
On China, Greer told lawmakers the administration held “a very specific commitment on soybeans” and was seeking more: “There’s been a lot a lot of talk about soybeans, and we have a very specific commitment on soybeans,” he said, as Agri-Pulse reported from the hearing. “But we’re also looking to get a commitment from the Chinese overall with respect to all agriculture.” Greer and Treasury Secretary Scott Bessent had met Chinese officials the month before to prepare for the President’s visit, and Greer said he hoped a broader agricultural commitment would be among its outcomes. On North America, he described early discussions with Mexico as cordial while faulting Canada’s approach: the Canadians, he said, had “indicated that they want to be trading more. They want to have more trade with more countries. They’re doubling down on globalization, and we’re trying to correct those problems with globalization. So those are two models that don’t stick together very well,” as Agri-Pulse quoted him. In his wider 2026 Ways and Means testimony, as summarized by Buchanan Ingersoll & Rooney, Greer said a tariff exclusion process was unlikely, backed updating USMCA rules of origin, and stated: “I support the USMCA, but President Trump is correct that we cannot just rubber stamp the status quo.”
Why it matters
Greer is the official who runs the trade negotiations day to day, and this hearing set the two dated benchmarks his 2026 record is measured against: a broader Chinese agricultural commitment to be sought at the President’s May visit, and the USMCA joint review opening July 1, 2026, with Canada and Mexico on visibly different tracks. The July 22, 2026 Senate Finance hearing on the same 2026 agenda — where Greer defended new 50% tariffs on a set of Canadian goods — is the Senate-side sequel.
Scoreboard watch
This is a candidate item for the weekly scoreboard: Greer’s April 22, 2026 testimony seeking a broader Chinese commitment on U.S. agriculture beyond the specific soybean commitment, ahead of the President’s May 2026 China visit, and the USMCA review set to open July 1, 2026 — each as stated at the hearing, to be checked against the visit’s outcomes and the review’s course.
