What happened
The House Permanent Select Committee on Intelligence held its open hearing on the 2026 Annual Worldwide Threats Assessment on March 19, 2026, in the Capitol Visitor Center, one day after the same panel appeared before the Senate committee. The witnesses were Director of National Intelligence Tulsi Gabbard, CIA Director John Ratcliffe, FBI Director Kash Patel, Acting National Security Agency Director Lt. Gen. William Hartman, and Defense Intelligence Agency Director Lt. Gen. James Adams, according to the committee’s hearing announcement; the committee’s own channel carried the hearing in full.
Chairman Rick Crawford’s opening statement ranged beyond the threat assessment itself to the intelligence community’s handling of anomalous health incidents, known as Havana Syndrome. Crawford stated his opinion that individuals in the intelligence community were involved in a cover-up, manipulating intelligence processes in the assessment of those incidents, and called for the Office of the Director of National Intelligence’s review of that assessment to be provided to the committee, urging public release of whatever portion could be made unclassified. He noted Director Gabbard’s office had committed to a comprehensive review and that Director Ratcliffe’s team also supported the review and looked forward to the report, according to his published opening statement. Ratcliffe’s appearance that week also covered Iran’s threats, as the committee continued its scrutiny of the intelligence behind the Iran war, according to the Washington Examiner’s reporting ahead of the hearing.
Why it matters
The House threats hearing is the second half of the intelligence community’s annual public accounting, and in 2026 it doubled as the venue where the House Intelligence chairman put the Havana Syndrome assessment dispute — and the CIA Director’s stated support for the review — on the record. Together with the March 18 Senate hearing, it forms the complete 2026 Worldwide Threats record for Ratcliffe and Patel on this site.
Scoreboard watch
Chairman Crawford’s March 19, 2026 call for the ODNI’s anomalous-health-incidents review to be delivered to the committee and released publicly in unclassified form — with Director Ratcliffe’s support noted on the record — is a dated, checkable commitment for the scoreboard’s foreign-policy tracking.
