What happened
Ambassador Sergio Gor sat for a session at the India Today Conclave 2026 in New Delhi on March 13, 2026, with India Today’s Raj Chengappa and Geeta Mohan, carried by India Today Global. The conversation ranged across the interim trade agreement, Russian oil, and the technology partnership grouped under the Pax Silica framework.
“Pax Silica is the future,” Gor said, as ANI reported from the session. “Years ago, everybody would worry about oil … But looking ahead, what are those areas that the United States needs to rely on in order to succeed? … And one of those is AI, it’s technology, it’s chips. So who are we looking to to develop that with? … one of the first around the world that we said who do we trust to build this, to grow with, is India.” On critical minerals, he said the two countries were “moving very close to finalising critical minerals agreements to help secure the supply chains needed for advanced manufacturing, energy systems and emerging technologies,” adding: “Stay tuned, and in the next few months, we expect a big announcement,” as Mint reported. More broadly, he said the relationship was seeing “breakthroughs” rather than breakdown and had “the potential to reach historic heights,” per the same reports.
Why it matters
The Conclave session is Gor’s clearest statement of the technology pillar of his ambassadorship: India positioned inside the trusted circle for AI and semiconductor supply chains, with a dated critical-minerals promise attached. Both claims are checkable, and this site tracks them against the announcements that follow.
Scoreboard watch
This is a candidate item for the weekly scoreboard: Gor’s March 13, 2026 statement that a U.S.–India critical minerals agreement was close to final, with “a big announcement” expected within a few months, as stated at the Conclave, to be checked against the agreement’s progress.
