What happened
National Cyber Director Sean Cairncross headlined the opening fireside chat of the Munich Cyber Security Conference 2026, in conversation with David Lashway of Sidley, in a session published by the Security Network Munich. According to the conference, Cairncross offered an update on the strategy of the U.S. government on defending against cyber threats, including offensive measures for deterring adversaries.
Why it matters
The Munich appearance carried the administration’s cyber posture to the allied audience that has to live alongside it: deterrence through offensive measures, stated on a European stage by the president’s principal cyber adviser, is the external-facing half of the strategy he was simultaneously rolling out at home.
