What happened

Vice President JD Vance delivered remarks alongside President Ilham Aliyev in Baku, Azerbaijan on February 10, 2026, at the signing of a charter on strategic partnership between the two governments. Aliyev framed the charter as the product of six months of work since the Washington meeting with President Trump that set up the working group, and credited the Trump-Vance administration with the regional peace track: six months living in peace since the Armenia-Azerbaijan documents were initialed at the White House, transit restrictions on cargo to Armenia lifted, Azerbaijani oil products now supplied to Armenia, and the Trump Route for International Peace and Prosperity corridor to connect Asia with Europe — all as Aliyev stated them.

Vance’s remarks, in the portion carried on the official upload, cast the partnership as the administration’s foreign-policy model: “Why should we be fighting one another when we can engage in commerce with one another, when we can build partnerships with one another?” The strategic partnership, he said, “will formalize that partnership and make it very clear that the United States Azerbaijan relationship is one that will stick,” leading to “greater peace and prosperity in the region” and “more access to more markets for the workers of the United States of America.”

Why it matters

The Baku stop was the second leg of Vance’s Caucasus trip — the Armenia visit paged alongside it — converting the August 2025 White House peace framework into standing bilateral partnerships with both parties to it. It is recorded on the Foreign Policy & Defense hub.
