What happened

President Donald Trump signed the Consolidated Appropriations Act at the White House on February 3, 2026. “I’m thrilled to sign the Consolidated Appropriations Act to immediately reopen the federal government and fund the vast majority of operations through the rest of the fiscal year,” he said.

The President read out the congressional leaders and members who had worked on the bill, starting with Speaker Mike Johnson, “who’s done an incredible job,” and Appropriations Chairman Tom Cole, and he paused to honor Representative Steve Womack, whose wife had recently died: “We’re with you all the way.” Senators named included Susan Collins, Cindy Hyde-Smith, Bill Hagerty, Lindsey Graham, Katie Britt, John Barrasso, and Shelley Moore Capito.

Why it matters

A funding bill signing is the appropriations process completing — the moment a shutdown ends and agencies return to full operation. It is the legislative record of OMB Director Russell Vought’s budget operation and of the President’s working relationship with the congressional majority, both tracked on this site.

Scoreboard watch

This is a candidate item for the weekly scoreboard: a bill signing that, by the President’s own description, reopened the government and funded the vast majority of operations through the rest of the fiscal year.
