What happened
President Donald Trump addressed supporters in Clive, Iowa, on January 27, 2026, opening with the state that started his comeback: “I’m thrilled to be back in the great state of Iowa with so many proud, hardworking American patriots.” He recalled the caucuses two years earlier — won, he said, in a 30-point landslide on “the coldest night” — and the November landslide that followed in the state.
The policy center of the speech was ethanol. The President noted that an electric-vehicle mandate would have “obliterated a thing called ethanol,” said he was working to expand farmers’ markets domestically, and renewed his campaign promise in direct terms: send year-round E15 legislation to his desk “very quickly and I will sign it without delay.” He pointed to John Deere opening “two massive plants because of tariffs,” put Iowa gasoline at $1.85 a gallon as he had been told that day, cited the deregulation of burdensome rules on farmers, and closed the economic case with an appeal to remember the record at the midterms.
Why it matters
Year-round E15 is a named, dated promise to a named constituency — Iowa’s corn and ethanol economy — made by the President in the state itself. Farm and fuel policy run through Secretary of Agriculture Brooke Rollins’s portfolio, and the commitment here is specific enough to check: a bill reaching his desk, and a signature.
Scoreboard watch
This is a candidate item for the promise record and the weekly scoreboard: the President’s commitment to sign year-round E15 legislation “without delay” once Congress sends it, stated on the record in Clive on January 27, 2026.
