What happened
President Donald Trump signed the Whole Milk for Healthy Kids Act into law at the White House on January 14, 2026, flanked by Agriculture Secretary Brooke Rollins, Health Secretary Robert F. Kennedy Jr., members of Congress, and dairy farmers and their children. “Today I’m delighted to sign the Whole Milk for Healthy Kids Act into law, which is a very important thing for our farmers and I think maybe more important for our people, the people that drink milk,” he said. “This is the first bill signing of the new year and it will ensure that millions of school-aged children have access to high-quality milk as we make America healthy again.” As he described it, schools in the National School Lunch Program — limited to low- or nonfat milk since the Obama administration — will be able to offer whole milk again, and the law also lets parents request a substitute for children with dairy needs, as stated at the ceremony.
Before the signing, Staff Secretary Will Scharf read out two executive actions the President had signed shortly before: the product of a Section 232 investigation into critical minerals, setting up a process to secure the international supply chain for critical minerals and derived products; and the product of a Section 232 investigation into semiconductors, a two-phase process under which, as Scharf described it, chips imported into the United States but not used to build domestic AI or computing architecture — transshipped chips — would face a 25 percent tariff. The President also told reporters he had been told “the killing in Iran is stopping” and that planned executions there had been called off, and that the leaker on the Venezuela operation “has been found and is in jail right now,” as he stated both items.
Why it matters
The signing is the MAHA agenda’s first statute of the year — school milk as the follow-up, as the President framed it, to the new dietary guidelines Rollins and Kennedy had announced the week before — and the same ceremony carried two trade actions (critical minerals and chips) that belong to the administration’s supply-chain file, all filed here in the single official record.
Scoreboard watch
Scoreboard candidate: a signing — the Whole Milk for Healthy Kids Act enacted, plus the two Section 232 actions on critical minerals and semiconductors announced at the same event. Flagged for the scoreboard editor; the entry itself stays review-gated.
