What happened
President Donald Trump signed an executive order on artificial intelligence at the White House on December 11, 2025. “We have a big signing right now and we have a tremendous industry where we’re leading by a lot. It’s the AI, artificial intelligence,” he said. “We’re leading China. We’re leading everybody by a tremendous amount.” The order’s premise, as he stated it, is a single federal approval framework: companies building in the United States “have to come to one source. They can’t go to California, New York, and various other places… if they had to get 50 different approvals from 50 different states, you could forget it because it’s not possible.”
An administration official explained that states have passed over a hundred AI laws — a quarter of them in California, New York, and Illinois — creating “a confusing patchwork of regulation,” and that the order gives the administration tools to push back on the most onerous state rules while protecting areas such as child safety, with a federal framework to be defined with Congress. Senator Ted Cruz, present at the signing, called the AI race “the single most important economic question in the country and in the world” and compared the order’s light-touch approach to the Clinton-era internet framework.
Why it matters
The order is the administration’s central AI-governance act: federal primacy over state AI regulation, defended on competitiveness grounds against China. This chronicle files it on the Economy, Tariffs & Trade hub, with the state-law figures as stated by the administration official at the signing.
Scoreboard watch
Scoreboard candidate: a dated executive-order signing — a single federal AI standard with tools to challenge state AI laws, as described at the ceremony. Flagged for the scoreboard editor; the entry itself stays review-gated.
