What happened
President Donald Trump hosted the signing ceremony for the peace agreement between the Republic of Rwanda and the Democratic Republic of the Congo at the U.S. Institute of Peace in Washington on December 4, 2025 — the first event held in the building for peace, as he noted. “We have come to the US Institute of Peace to sign a historic agreement that will end one of the longest running conflicts anywhere in the world, with far more than ten million people killed,” he said. “Today we commit to stopping decades of violence and bloodshed and to begin a new era of harmony and cooperation between the Democratic Republic of the Congo and Rwanda.”
He thanked Presidents Paul Kagame of Rwanda and Félix Tshisekedi of the Democratic Republic of the Congo — “They are courageous leaders” — and the regional leaders in attendance, including the presidents of Angola, Burundi, and Kenya. He credited Secretary of State Marco Rubio and Senior Advisor for Africa Massad Boulos as “indispensable in forging this agreement,” as he put it, and described the agreement itself as “very detailed” and “powerful.”
Why it matters
The signing is the Washington capstone of the administration’s Central Africa diplomacy: two heads of state, a detailed agreement, and the President presiding in person on the same day he announced the settlement at the National Christmas Tree Lighting. This chronicle files it on the Foreign Policy & Defense hub with every characterization attributed to the President.
