What happened

At the 2025 Aspen Cyber Summit, National Cyber Director Sean Cairncross took part in the keynote conversation “Building the National Cyber Strategy,” a fireside discussion with Ballistic Ventures general partner Kevin Mandia, the founder of Mandiant, moderated by Aspen Digital’s Sasha O’Connell. According to the Aspen Institute, Cairncross discussed the Trump administration’s vision for the forthcoming National Cyber Strategy, the critical role of public-private sector collaboration, and the challenges for the next decade of cyber defense.

Why it matters

This is the fullest pre-publication preview of the strategy Cairncross’s office was drafting: delivered to the cyber industry’s own summit audience, with a leading private-sector incident-response figure as his interlocutor, it put the public-private partnership claim at the center of the strategy before the document existed — the same claim he then had to defend when the strategy was released the following March.

Scoreboard watch

This is a candidate item for the weekly scoreboard: the forthcoming National Cyber Strategy as previewed by Mr. Cairncross on November 19, 2025 — to be checked against the strategy document as released in March 2026 and paged elsewhere in this series.
