What happened

President Donald Trump and First Lady Melania Trump participated in an executive order signing at the White House on November 13, 2025. The First Lady opened the event, describing her Fostering the Future initiative, a Be Best initiative she said she developed in 2021 to provide technology-based scholarships and entry-level job pathways for people from the foster care community, naming Vanderbilt University, the University of Miami, and Villanova University among participating institutions, as she listed them. She said the order would build a network connecting federal agencies, private businesses, higher-learning institutions, and charitable organizations to create educational and employment opportunities.

The President said more than 15,000 young people age out of foster care each year, as he stated the figure, and that the order directs agency heads to establish a Fostering the Future program in coordination with the First Lady’s office, with companies and institutions signing a pledge to invest in teaching, training, and mentoring, as he described it. He also said the initiative would create an online platform for housing, health care, and other resources, open the federal tax-credit scholarship program established by the One Big Beautiful Bill to foster youth, and end policies he described as discriminating against Christians and families of faith in fostering and adoption. Both the President and the First Lady signed the order.

Why it matters

Fostering the Future is the First Lady’s signature domestic initiative, and this signing converted it from a scholarship program into a cross-agency federal directive with a private-sector pledge attached — a dated, checkable deliverable on the Education hub, where the administration’s family and school-choice programs are tracked.
