What happened

President Donald Trump signed the Senate amendment to H.R. 5371, the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026, at the White House on the night of November 12, 2025, ending the government shutdown. The President said the shutdown had lasted 43 days, cost the country $1.5 trillion, caused 20,000 flights to be cancelled or delayed, and deprived more than one million government workers of paychecks — all as he stated the figures — and thanked Speaker Mike Johnson, Senate Majority Leader John Thune, and a coalition including the Teamsters, the American Federation of Government Employees, and air traffic controllers’ and pilots’ organizations, as he named them.

The President called for termination of the Senate filibuster so a shutdown “could never happen again,” said the stock market had set its 48th record of his term that day, as he stated it, cited the Walmart Thanksgiving-cost study at 25 percent lower than the prior year, and renewed his call for health care money to be paid directly to people rather than to insurance companies. With his signature, he said, “the federal government will now resume normal operations.”

Why it matters

This is the signing that closed the longest shutdown fight of the term to that date, and it pairs the reopening with two standing presidential demands that outlast it: ending the filibuster and redirecting health care payments to individuals. Both were repeated by the President within the week, in the Air Force One and Palm Beach gaggles paged alongside this one.
