What happened
President Donald Trump took questions on Air Force One on October 30, 2025, after his meeting with President Xi Jinping of China in Busan, South Korea. “It was an outstanding group of decisions,” he said. “Large amounts, tremendous amounts of the soybeans and other farm products are going to be purchased immediately, starting immediately.” On fentanyl: “I put a 20% tariff on China because of the fentanyl coming in… And based on his statements today, I reduced it by 10%. So, it’s 10% instead of 20% effective immediately.” He put the overall tariff rate on Chinese goods at 47 percent, down from 57, as he stated the figures.
On rare earths, the President said “that whole situation, that roadblock, is gone now,” describing a one-year agreement to be renegotiated annually: “It’s a one-year deal that will, I think, be very routinely extended.” On chips, he said China would talk with Nvidia and others, that the newly released Blackwell chip was not under discussion, and that the United States was “sort of the arbitrator or the referee.” He said he would go to China in April and that President Xi would visit the United States after that. Ukraine, he said, “came up very strongly. We talked about it for a long time. And we’re both going to work together to see if we can get something done”; Taiwan, he said, “never came up.” Asked about his nuclear-testing post, he said: “We have more nuclear weapons than anybody. We don’t do testing… but with others doing testing, I think it’s appropriate that we do also.” He rated the meeting: “On a scale of from 0 to 10 with 10 being the best, I would say the meeting was a 12.”
Why it matters
This gaggle is the primary-source readout of the Busan agreement in the President’s own words — the fentanyl tariff cut effective immediately, the one-year rare-earth arrangement, the soybean purchases, and the reciprocal-visit plan — delivered before any formal statement, and it is the tape the following day’s Air Force One gaggle, paged in this chronicle, builds on.
Scoreboard watch
Scoreboard candidate: the fentanyl-linked tariff reduction from 20 to 10 percent effective October 30, 2025, and the one-year rare-earth and trade arrangement, as announced by the President. Flagged for the scoreboard editor; no entry is published from this page.
