What happened

President Donald Trump and Prime Minister Sanae Takaichi of Japan signed two documents in Tokyo on October 28, 2025. As announced to the room in the broadcast, the first document was the implementation of the agreement toward a new golden age for the Japan–U.S. alliance. The second was the United States–Japan framework for securing the supply of critical minerals and rare earths through mining and processing, as announced in the ceremony.

The signings formalized the two leaders’ extended bilateral meeting the same day, at which the Prime Minister had pledged to realize “a new golden age of the Japan–U.S. alliance,” as interpreted in that broadcast, and the President had welcomed Japan’s military build-up and equipment orders.

Why it matters

The critical minerals and rare earths framework is the supply-chain half of the Tokyo summit — a mining-and-processing partnership aimed at the inputs both economies’ defense and technology industries run on — signed the same week the President announced a one-year rare-earth arrangement with China in the Air Force One gaggle paged in this chronicle.
