What happened

President Donald Trump took questions on Air Force One on October 28, 2025, en route to South Korea after his Japan visit. He said Toyota’s chairman had agreed the previous night “to invest $10 billion in building auto plants… numerous auto plants throughout the United States with American workers,” put total investment at “close to 20 trillion dollars,” and said the Japan leg had “picked up about 518 billion dollars,” as he stated the figures. Asked whether he anticipated lowering the fentanyl-related tariffs ahead of the Xi meeting, he said: “Yes, I expect to be lowering that because I believe that they’re going to help us with the fentanyl situation.”

On the maritime drug campaign, the President said “we took out four of them over the last two days,” that each boat taken out represented an estimated 25,000 deaths averted, as he stated the estimate, and that drugs by sea were “down about 80%,” as he stated it. On American cities, he said he was prepared to send “more than the National Guard” if necessary: “I could send the army, navy, air force, Marines. I could send anybody I wanted, but I haven’t done that because we’re doing so well without it.” He said a San Francisco surge had been held off at the request of civic leaders who wanted to “try doing it ourselves,” and he welcomed Mexico’s extension of the tariff truce for further talks.

Why it matters

The gaggle fixes the eve-of-Busan record: the fentanyl-tariff expectation the President fulfilled two days later, the Toyota figure he repeated at the APEC keynote and the Korea bilateral paged alongside this one, and the fullest statement to that date of his authority claim over domestic troop deployments.

Scoreboard watch

Scoreboard watch: the Toyota $10 billion investment figure, the maritime-interdiction figures (four boats in two days; flow down about 80 percent), and the announced expectation of a fentanyl-tariff reduction — all as stated on October 28, 2025. Flagged for the scoreboard editor; no entry is published from this page.
