What happened
President Donald Trump addressed a dinner of American and Japanese business leaders in Tokyo on October 28, 2025, hosted by Ambassador George Glass, who put the combined market capitalization in the room at over $8 trillion, as he stated the figure. The President recognized the cabinet members traveling with him — Secretary of State Marco Rubio; Secretary of War Pete Hegseth, with a retelling of the Department of War renaming (“We won World War I, we won World War II… and then we became politically correct”); Secretary of the Treasury Scott Bessent, of whom he joked, “I’m thinking about him for the Fed… but he won’t take the job. He likes being Treasury”; Secretary of Commerce Howard Lutnick — “We just did, I guess it’s about $518 billion in the other room,” he said, counting the $490 billion signing plus Toyota’s $10 billion and further announcements; and U.S. Trade Representative Jamieson Greer.
On tariffs as statecraft, the President retold the India–Pakistan episode: “Seven planes were shot down… two big nuclear powers. And I said to Prime Minister Modi… look, we’re not going to do any trade if you’re going to be fighting… And within about 24 hours, that was the end of that,” as he stated the account, adding: “I would say trade is responsible for 70 percent of the fact that we didn’t have a war.” On the day in Japan, he said the two countries had made “a big, big, beautiful trade deal for both countries,” that Japan had “their best stock market day ever,” as he stated it, and he praised Prime Minister Takaichi and recalled the USS George Washington visit — “our largest military contingent, Pete, I think like 66,000 soldiers, Navy and others,” as he stated the figure.
On investment, the President said: “We have over 17 trillion dollars of investment in eight months. And I think by the time we go to the 12-month period, we’ll have over 20 or 21 trillion dollars invested, or to be invested,” as he stated the figures, citing Apple CEO Tim Cook at “$600 or $650 billion,” as he stated it. He described the permitting policy for the AI build-out — companies building their own power plants with fast approvals: “You build your own power plant if you’d like… We have to more than double it… really triple it in order to take care of just AI,” as he stated the requirement — and praised EPA Administrator Lee Zeldin’s approval speed. He thanked SoftBank’s Masayoshi Son and Toyota, and closed on the alliance: “Japan is already America’s sixth-largest trading partner. And I think, as of today, that’s gone up probably two notches, and the number-one source of foreign direct investment,” as he stated it.
Why it matters
The dinner remarks are the President’s own summation of the Tokyo day — the $518 billion figure he carried out of the signing room, the $17 trillion running total he states for the investment drive, and the build-your-own-power permitting model for AI infrastructure — delivered to the executives whose companies signed the commitments.
