What happened
Staff Secretary Will Scharf presented three instruments. The first was the annual Gold Star Mothers and Families Day proclamation commemorating the fallen and their families. The second was the executive order on TikTok: Scharf said the order would bring into effect the agreement that saves TikTok — a platform used by 170 million Americans — while protecting their data as the law requires. President Trump said President Xi had given the deal the go-ahead and that the platform would be run by American investors and companies.
Vice President Vance, whose team led the negotiation, said the deal keeps TikTok operating while protecting Americans’ data privacy as required by law. The third instrument was a presidential memorandum directing the Attorney General on countering domestic terrorism. In the question period that followed, the President also recapped his meeting that day with President Erdoğan of Turkey and his Gaza talks, said the administration would “take care of” Memphis and then Chicago, and fielded questions about the Comey indictment reports.
Why it matters
The TikTok order is the legal instrument that closed the divest-or-ban fight on the administration’s terms — an American-investor structure negotiated by the Vice President’s team — signed alongside the domestic-terrorism memorandum that set the Justice Department’s fall agenda.
