What happened
President Donald Trump signed executive actions at the White House on September 19, 2025, in a session carried in full on the White House channel, headlined by two immigration-for-investment measures presented with Commerce Secretary Howard Lutnick.
The first, in the President’s words, was “the gold card, which is going to bring a lot of money into our country, which is going to reduce taxes and lots of other good things.” The order, as presented at the signing, opens a pathway for extraordinary people to contribute to America: a $1 million payment to the U.S. Treasury by an individual, or $2 million when a corporation sponsors, as the figures were stated at the table. Lutnick contrasted the Gold Card and EB-5 — programs he said “add value in jobs to America” — with visa categories he said take American jobs, and predicted the Gold Card “will be taking in hundreds of billions of dollars,” as he stated it.
The second action, a proclamation, raised the fee companies pay to sponsor H-1B applicants to $100,000 per year, as stated at the signing — “$100,000 a year payment to the government, or they should head home and they should go hire an American.”
Around the signings, the President took questions and made news on several fronts: he said the House had passed the Republican continuing resolution that day and warned the government could be “closed for a period of time” without Senate Democratic votes; he reported an almost two-hour morning call with President Xi in which, he said, the TikTok deal was approved and American investors were preparing to close it; and he attacked House Democrats for voting against condemning the assassination of Charlie Kirk that day.
Why it matters
The Gold Card order and the $100,000 H-1B fee are the administration’s paired statement on skilled immigration — pay-to-contribute pathways expanded, employer-sponsored pathways repriced — signed on a single afternoon and owned on the policy side by Secretary Lutnick’s Commerce Department and the immigration hubs this site tracks.
Scoreboard watch
This signing session is a scoreboard candidate on two dated, checkable actions: the Gold Card program’s launch terms ($1 million individual / $2 million corporate, as stated at the signing) and the H-1B $100,000 annual sponsor fee proclamation — each to be checked against the published texts and the program’s operation.
