What happened

Dr. Oz delivered video remarks for World Patient Safety Day (September 17, 2025), published by CMS on September 19. “CMS is guided by a simple premise,” he said: “Great societies protect their most vulnerable.” He quoted the Hubert Humphrey line displayed in the great hall at HHS headquarters — that the moral test of government is how it treats those in the dawn of life, the twilight of life, and the shadows of life — and said that whether in dawn, twilight, or shadows, “patients come first here at CMS.”

Oz drew on his own career as a cardiothoracic surgeon, saying he knows a medical error can have devastating consequences, and committed CMS to delivering exceptional care and fiercely protecting patient safety.

Why it matters

Patient safety is the quality agenda’s core claim, and these remarks are Oz stating it in his own voice rather than through a program announcement: the vulnerable-populations framing he used in his first statement as administrator, applied here to medical error and care quality — the portfolio of the CMS quality apparatus he oversees.
