What happened

Brendan Carr sat down with POLITICO’s Alex Burns on September 16, 2025, at POLITICO’s AI & Tech Summit in Washington, D.C., in a full interview POLITICO published the same day. C-SPAN aired the interview on September 20, 2025, as “FCC Chair Brendan Carr Discusses AI Policy.”

Burns opened on content moderation in the days after the assassination of Charlie Kirk, putting to Carr Utah Governor Spencer Cox’s description of social media as a cancer that had played a direct role in recent assassinations and attempts, and asking what Carr made of it, as the C-SPAN airing’s transcript records. On AI itself, Carr described the FCC’s role as the infrastructure side of the revolution: the commission’s job, he said, is to make sure the networks AI runs on are the fastest anywhere in the world, through the Build America agenda — more spectrum as data demand climbs its curve, and a faster-growing space economy, including satellite direct-to-cell service, as the aired interview recorded. POLITICO’s own summit takeaways likewise grouped Carr’s appearance with the week’s debates over online speech after the Kirk assassination and Washington’s contest with China — and with California — over AI policy, according to the POLITICO Tech podcast’s summary of the summit.

Why it matters

This interview is Carr’s fullest early statement of where a telecom regulator sits in AI policy: not writing AI rules, but controlling the spectrum, satellite licensing, and network build-out the technology depends on — and, in the same sitting, one of his first extended answers on the content-moderation questions that would define his autumn, given one day before his comments about ABC and Jimmy Kimmel set off the fight that dominated his December oversight hearing.

Scoreboard watch

This is a candidate item for the weekly scoreboard: Carr’s September 16, 2025 framing of the FCC’s AI role as network infrastructure — spectrum supply and satellite licensing under the Build America agenda — as stated at the summit, to be checked against the commission’s subsequent AI-adjacent actions, including its later review of state AI laws.
