What happened

Michael Kratsios, Director of the White House Office of Science and Technology Policy, was the sole witness on September 10, 2025 at the Senate Commerce Subcommittee on Science, Manufacturing, and Competitiveness hearing titled “AI’ve Got a Plan: America’s AI Action Plan,” chaired by Senator Ted Budd, according to the subcommittee. The hearing examined “Winning the Race: America’s AI Action Plan,” released July 23, 2025, which Kratsios’s written testimony organized around three pillars: Innovation, Infrastructure, and International Partnerships.

In his testimony, Kratsios said the administration had moved on the plan’s early items, pointing to progress at the Commerce Department on the AI export package, the AI Education Task Force’s second meeting, and an OSTP request for information on regulations hindering AI, as summarized by Senator Budd’s office from the hearing. Asked what makes up the American AI technology stack the plan seeks to export, Kratsios described it as chips, algorithms, and applications, and said the government and private industry would promote its adoption abroad together, according to the Akin Gump summary of the hearing. Ranking Member Tammy Baldwin pressed him on data-center water use near the Great Lakes; Kratsios said clean air and water are the administration’s “North Star” and that regulatory changes would go through notice and comment, according to the same summary. Senator Jacky Rosen pressed Kratsios to commit that federal agencies would not use AI systems that promote antisemitic content, citing xAI’s Grok; her office afterward said he refused to directly commit — criticism carried here as her office stated it.

Why it matters

This was Kratsios’s first full congressional defense of the AI Action Plan in office — the founding oversight record for the administration’s signature technology program, and the baseline against which OSTP’s implementation claims are checked on this site. The exchange on exporting the full American AI stack also fixed, on the record, how the administration defines the product it is asking other countries to adopt instead of China’s.

Scoreboard watch

This is a candidate item for the weekly scoreboard: the AI Action Plan implementation milestones Kratsios cited on September 10, 2025 — the Commerce AI export package, the AI Education Task Force, and OSTP’s forthcoming RFI on regulations hindering AI — each as stated at the hearing, to be checked as they land.
