What happened
Secretary of State Marco Rubio participated in a joint press availability with Mexican Foreign Secretary Juan Ramón de la Fuente in Mexico City, Mexico, on September 3, 2025, after meeting President Claudia Sheinbaum, according to the State Department broadcast.
Rubio said the two countries have reached a level of cooperation “never in the history of both countries,” citing as an example the 55 individuals requested of the Government of Mexico who, he said, are now facing criminal charges in the United States after a difficult transfer operation carried out by Mexican authorities. He announced a high-level implementation group to carry out what the two governments agree jointly, covering cartel enforcement, intelligence exchange, training and the flow of U.S.-purchased weapons into cartel hands. “There’s no other government that’s cooperating as much with us in the fight against crime as the Government of Mexico,” he said, adding that Presidents Sheinbaum and Trump had spoken 14 times. In English he called it “the closest security cooperation we have ever had, maybe with any country but certainly in the history of U.S.-Mexico relations.”
Why it matters
Mexico is the central file in the administration’s cartel campaign, and this availability is the Secretary’s benchmark claim for it — historic cooperation, a standing implementation group, and a named transfer figure that later scoreboard entries can be checked against.
