What happened
President Donald Trump signed S.1582, the GENIUS Act, into law at the White House on July 18, 2025, at a ceremony carried on the White House channel and attended by digital-asset industry leaders the President recognized from the stage, among them Brian Armstrong of Coinbase, Dave Ripley of Kraken, Jeremy Allaire of Circle, Paolo Ardoino of Tether, Vlad Tenev of Robinhood, and Tyler and Cameron Winklevoss of Gemini.
“I pledged that we would bring back American liberty and leadership and make the United States the crypto capital of the world. And that’s what we’ve done,” the President said. A speaker for the bill described its mechanics from the same stage: the Act “will unlock American dominance in the crypto industry by creating clear rules of the road,” back each digital dollar with a traditional dollar in a U.S. bank account, and thereby “create trillions of dollars of demand for U.S. Treasuries,” as he stated it — “U.S. dollar dominance.”
Why it matters
The GENIUS Act signing is the administration’s stablecoin framework made law: the first federal rules-of-the-road statute for dollar-backed digital assets, signed on camera with the industry in the room — the legislative centerpiece of the President’s crypto-capital pledge.
