What happened
President Donald Trump signed the HALT Fentanyl Act into law at the White House on July 16, 2025, at a ceremony carried on the White House channel and attended by families who had lost loved ones to fentanyl. “We strike a righteous blow to the drug dealers, narcotic traffickers, and criminal cartels,” the President said. “With this bill, we are officially and permanently classifying all fentanyl-related substances as Schedule 1 narcotics… Meaning anyone caught trafficking these illicit poisons will be punished with a mandatory ten-year minimum sentence in prison.”
The President also pointed to the 20 percent tariff on China over fentanyl — “I call it a penalty” — and said he believed China would move toward imposing the death penalty on those who make fentanyl and send it into the United States, as he stated it. He introduced Terry Cole, his pick for DEA Administrator, noting the recommendation of Governor Glenn Youngkin.
Why it matters
The HALT Fentanyl Act makes the temporary Schedule I classification of fentanyl-related substances permanent — the statutory backbone of the administration’s fentanyl enforcement posture, signed with the bereaved families the bill’s supporters cite as its reason.
