What happened

President Donald Trump met NATO Secretary General Mark Rutte at the White House on July 14, 2025, in a session with press questions, carried on the White House channel. The President said the two would discuss Russia: “we are very unhappy, I am, with Russia… we’re going to be doing very severe tariffs if we don’t have a deal in 50 days. Tariffs at about a hundred percent. You’d call them secondary tariffs.”

“We’ve spent $350 billion approximately on this war with Russia and Ukraine, and would like to see it end. It wasn’t my war, it was Biden’s war,” the President said, as he stated the figure. “I’m disappointed in President Putin because I thought we would’ve had a deal two months ago, but it doesn’t seem to get there.” The meeting also carried the new weapons arrangement — American equipment supplied through NATO, with the allies paying — which the President explained at length at the Faith Office luncheon later that day, paged separately. Rutte affirmed from the same table that “Ukraine wants a peace deal.”

Why it matters

The Rutte meeting is the dated origin of the administration’s 50-day Russia deadline and its secondary-tariff threat — a checkable commitment made on camera beside the alliance’s secretary general, and the announcement point of the NATO-paid weapons pipeline.

Scoreboard candidate

Scoreboard candidate: the July 14, 2025 announcement of secondary tariffs of about 100 percent if no Russia-Ukraine deal followed within 50 days, as stated by the President — flagged for the scoreboard editors; the entry itself remains review-gated. The White House’s short weapons-payment clip of this meeting is recorded as an alternate of this page.
